Anyone who in any way knowingly helps facilitate or further the criminal sale, distribution or trafficking of controlled substances or drugs can be charged with Conspiracy.
Understand that a conspirator never has to actually come into contact with the actual drugs. It is simply enough to make phone calls and set up buys and sells drugs.
In certain jurisdictions and under certain circumstances, you can be charged with conspiracy if you are aware that there is a drug activity and you help facilitate it by allowing it to continue and doing nothing to stop it.
